That sounds like *Creative Galaxy*, an Amazon Original series that was a prominent part of our educational programming. The show features Arty, a young alien artist, and his sidekick, Epiphany, who travel to different planets to help friends solve problems using various art forms. It strongly encourages creativity and often demonstrates how to make crafts using common household items. The unique aspect you're recalling is likely how the crafts themselves are presented. While the main characters are animated, the projects Arty and Epiphany create are frequently brought to life through stop-motion animation, giving them a distinct, handmade feel. While Arty and Epiphany aren't explicitly siblings, they are a central boy-girl duo focused on artistic exploration
